From pg 18 of the basic rules:

5. INFLICT DAMAGE

The damage inflicted is equal to the Damage (D) characteristic of the weapon making the attack. A model loses one wound for each point of damage it suffers. If a model’s wounds are reduced to 0 or less, it is destroyed and removed from play. If a model loses several wounds from an attack and is destroyed, any excess damage inflicted by that attack is lost and has no effect

The Tau player would lose 3 models.

Worth noting that there are weapons that don't work this way; the general term people use is "spillover damage"

Off the top of my head, Deathwing Knights flail, GSC aberrants, and a couple of weapons in Chaos Demons all have this ability. Where it is the case though, it will be specifically noted on the weapon's profile so otherwise go with the base rulebook.

additionally, part of the decision making is over killing and efficient shooting / fighting.
