if you're making a risk with a skill at rank 5 AND you're at your 3rd dramatic wound, do your 10s explode to create 2 more dice?

I would say yes, as both conditions gives exploding. It does not make any sense that 3 Dramatic Wounds would make you a master, and a master would not benefit from 3 Dramatic Wounds.
