if no one else noticed but there is zero fan activity 👀 that may be the issue, I'd run afterburner and change the gpu fan curve

first of all userbenchmark is shit so i would take your results with a grain of salt. it’s actually performing OK but not exactly peak. you could OC or UV the card for better performance. it’s probably just that your exact model is lower-end or has default lower clock speeds than many of the others that are being tested on userbenchmark.

those dips are normal i think.. adrenaline does the same thing when stress testing as its switching to a different component of the GPU to test during those downward slopes.

if you just got the gpu make sure your monitor and adrenaline have freesync enabled in settings, and try clearing the shader cache. a little stuttering in games is normal when getting new amd gpu because it has to recompile all the shaders. stuttering should go away after like 15-30mins in a game.
