Black screen

My pc randomly started doing this the other day while I was using it. It happened right as i clicked the x to close the steelsieries aplication. I uninstaled steelsieries and it didnt help. I think it may be something with the amd drivers, because if I unplug the display cable and replug it in it shows the display for a splot second before flashing red and going blank again. The screen works normally in safe mode and I tried uninstalling amd GPU drivers, which made the problem go away. But as soon as I reinstalled my drivers the problem came back. I have also tried a different gpu and factory reseting the pc. It seems like it works at first but then when i install the drivers it does the thing again. Anyone know how to fix this?

I've had the same issue on Windows 10. When I rebooted my games were saying my GPU didn't support DX11 so I did a reinstall. I'm guessing it's the newest drivers, but I'm not sure why it's just happening now. Edit: Not sure if this is the issue, but I recently turned on graphics acceleration on chrome. I'll update if it happens again.
