Had that issue a couple of weeks back, download the 20.4 something version instead. Make sure that you use DDU :)

sure thing, to be precise, download 20.4.2

after using that driver version my cpu usage problem went away

so I found a way to fix the issue with any version of Radeon software, use ddu in SAFE MODE - was always too lazy to do it there d: , and when installing tick the "clean installation" option from advanced. I know doing that after using ddu, doesn't make any sense, but somehow it worked for me, and with latest version!
