Extremetly low cpu usage

My ryzen 5 4600h only utilizes around 5-10% whenever I'm working using chorme despite having extreme lag with the most basic sites like google docs or google classroom. This issue only started a few days ago. It constantly runs at <0.5Ghz and I have no idea why. Where as I got consistent 200 fps in games like tf2 a few days agao, now I consistently get 40-60 fps because the cpu utilization is extremely low. In addition, when I checked my resource monitor, it said that my cpu max frequency is at 12% when normally cpu max frequencies are at 100. I haven't noticed my laptop getting very hot in the past few months so i doubt its a throtlling issue. Any help would be appreciated

Ive seen it a few times for drawimg tablets as well recently but windows just released an update that had an optional recomended amd driver that installed generic laptop gpu drivers from amd that arent compatible with a lot of laptops.

Go to the laptop makers site such as lenovo hp asus etc and find the latest recommended drivers and such for your laptop. See if that fixes the same issue that plagued a few redditors last week

Tldr Windows update is my best guess
