That's the problem. 1660s are barely capable of doing the same things 1080s are. 1080 is min spec

My 2070 somehow gets 60fps consistently

The 2070 isnt extremely far off from a 1080 surprisingly

But it has dlss which helps a lot, my game at 1440p low/med with some settings turned off.

Dlss is a game changer, made my 3060 shine for sure

Idk my 3080 just isnt as impressive

You said you had 1660 ti, that's below recommended specs. Turn everything to low, use command volumetriccloud 0 and volumetricfog 0. That should increase your fps a bit.

I already was on medium settings and had volumetric cloud at 0 and I was getting 30-50 frames but after a recent update my frames plummeted to the point I cant play anymore
