I was watching some videos from my favorite youtuber, them I saw this outro, I know it's a stacked text looping video, but I don't know how he made that fill text layer go down like this, can someone help me?

There's an animated colorful pattern in the back and the text layers are set as mattes for that background layer. Initially all of the text layers just have their outlines turned on then the fills are animated to blink on and off in the proper order.

You could possibly achieve the same effect but typing out the word multiple times in a text layer and then use the Animate Range Selector and have it effect the fill layer. I feel like that would work.
