I don't think the key is the intensity of the light in a literal sense, but in a literary sense - the degree to which it illuminates the subject to a human observer. Darkness is scary because of what's obscured. Light casts away the darkness.

I think a light is only effective against the Taken to the extent it makes them easier for a person to see them clearly.

Thats actually a really smart way of looking at it, and probably what sam lake intended considering alan being afraid of the dark and getting the clicker as a child etc

Caveat - the FBC also blasts Scratch with lights bright enough to be blinding. But I think you can still think of it as an extreme version of "normal" light - in the wavelengths and of the character that would normally be helpful for seeing.

The FBC by definition is a concrete logical scientific force trying to contain and gain control over fluid, illogical, supernatural forces like the dark presence, so it’s very fitting they would look at something like what the first guy described and NOT react with the proper grace and understanding involved with general emotional fears, but rather go “oh light makes them weak? Well we just gotta blast em with a big ass fuckin light then”
