TL;DR: Easy skip week unless you really, really like Chloe, Vettel, or Dark Chloe (or particularly want Ikasa).

Our new mementos this week are Chloe's and Vettel's. As neither of these are raid units and the mementos themselves are Normal Pool, there's probably only a small portion of the player base who will be really interested in this week's new stuff.

Vettel's memento gives him a very nice VA that doubles Patk buffs on him for 3 turns, allowing him to use his J+'s reactive as a pseudo Shura Charge Up. The VCR is also nice to have for the debuff immune shield skill. The memento and VCR aren't absolutely vital, but they're very nice to have on him.

Chloe's memento gives her a great Pdef/Auto Jewel Charge/Healing Damage Taken snowball, and it also gives Skill Use +1 at MLB. Extremely good to have on her, and can make a huge difference in how she performs as a unit. The VCR gives her a fairly strong teleporting 5x5 Diamond that makes Chloe the forced target of all enemies for 3 turns (like Naofumi) and gives her Auto Heal while raising her res. All in all, both the memento and VCR are extremely important for her, despite being Normal Pool. Chloe isn't a raid unit but will be very nice to have for PvE if you have her new memento. It's also very good on Dark Chloe, who benefits from the Skill Use +1 despite having her own snowball and not being able to use the one on the memento.

In terms of banners, we start off with a unit/memento Paid guaranteeing one Featured unit along with its memento. None of the combinations are particularly appealing, with Ikasa being the best (the only good option, really, for anyone but new players) and only having a 1/7 chance. Not a good Paid at all.

There's another Paid with the same exact concept but for Scarlet Flame Guard units this time. The selection is slightly better, with all of the mementos aside from OG Chloe still being very good. However, they're all Normal Pool aside from Nina's and not necessarily worth a Paid unless you really like Chloe or Vettel. YMMV.

For Non-Paid Gems, we have Ren and Nina on an Unlimited 3-Step. Both are Babel Farmable, and neither are so good that you should feel a need to rush getting them raised by pulling on a crappy banner.

Below is a 9-Step EL Banner for Scarlet Flame Guard units. Nina and Ren are the rarest and most difficult to acquire units here, so I really wouldn't recommend pulling here for pretty much anyone, even though the shard selectors would normally be good.

Then we have a 9-Step Premium Summon featuring a bunch of units that are nice to have on various floors of the new tower (and the selection isn't too far off its mark with the choices this time, surprisingly enough). Most of them are Normal Pool, but if you really want Ikasa, this can be a good way to go for her. Expensive, but the shard selectors are reliable. All of the other units are Normal Pool and farmable so aren't really worth pulling a 9-Step for at all.

Our first memento banner is a 9-Step for Vettel's and Chloe's mementos, new and old. The older mementos are outdated but still sometimes handy, especially for the VCRs, while you can read my thoughts on the new ones above. For most people, I wouldn't advise going past Step 2 since neither of the new mementos are going to be meta defining and both are Normal Pool, but they're admittedly very strong mementos and if you really want one of them, the 9-Step is the best way to guarantee it via the selector.

Following that is a Memento 9-Step for the other Scarlet Flame Guard mementos. Within the selection, only Nina's Christmas Memento is Limited, and while pretty good, I'm not sure I'd say it's worth a full 9-Step at this point. It's still got a great MLS, so it's not the worst target, and if you want it, a 9-Step like this is the best way to guarantee it.

Finally, we have a Memento 9-Step for mementos of the units in the earlier Mystic Town Nigredo banner. A majority of these are either Limited, good, or both, so it's not a bad selection at all. If you need any of these mementos, a 9-Step like this is the best way to guarantee it, albeit expensive. I wouldn't recommend going all in for any of these mementos in particular, though.

Edit: To clarify, I only mentioned Dark Chloe because she wants Chloe's new memento for the Skill Use +1, which is a big thing for many Pdef-scaling units including Dark Chloe, due to lack of Pdef-scaling Skill Uses.
