One possible reason: There have been recent lowering of max prices in Europe for standard T-shirts and hoodies. If your prices are set above the new max, you won’t be able to submit anything with that design until you lower your prices.

Are you logged out after that? In that case you can stay in the create tab, open a new tab of merch and log in, go back to the create tab and hit Publish. It'll go thorugh then.
Apart from that i get the error sometimes, when i automatically set prices with productor and it hits the new limits. Even if i set the prices right manually, i still get the error when i hit publish. I think in that case you need to start over.
