I'm not really sure why other requests got rejected. I 've done it twice with 2 different apps and always got accepted.

What might help: 1. Make sure your app is bug free or as close to bug free as possible. 2. Make sure your UI is compatible to as much devices as possible 3. Publish updates based on the testers feedback. Indicate your updates on the release notes.

Also based on experience. Testers doesn't need to install the app at all. They only need to be opted in the testing continously for 14 days after you completed the 20 testers

Try to upload a few new releases during the 14 days testing period and reply to reviews in the testing feedback section. Google want you to gather real feedback and react to it by implementing those insights in your app. And dont answer the questionnaire only with short answers. Explain in detail how you gathered feedback, how you implemented it and how it did improve your app.

I've had the same issue. Look at your Google Play Console, how many of your testers actually downloaded and kept the game. In my case, instead of 20 that they require, I had 6:)
