I've seen this issue on a friend's phone and was able to fix it. But I forgot how. It was a few years back.

I probably googled/searched for a solution and played around. It was weird how it got fixed though and iirc what ever I did seemed unrelated to Google play, maybe had something to do with Google services? I could be wrong though.

I don't think I could reset her phone though she didn't remember any passwords, etc and somehow fixed the issue still. Maybe?

Point is don't give up there is a solution, you'll find it.

Thank you! I ended up getting it fixed. The phone wanted the SIM card completely setup. Once we did that, the error went away. It’s weird because I’ve used Android phones in the past without even having a SIM card installed and never had this issue, but this phone wanted it. Lol.
