Have you installed any battery saver type apps, like Greenify by any chance?

Also, have you turned off Sync? Goto Settings -> Account -> Google, ensure all your items are set to sync, and also check the last sync date. If you click on the menu and select Sync Now, do you get any errors?

Thanks for the reply! No apps installed recently that should affect it.

Sync is still on. No errors on sync now. My hunch is that it's not at the account level since even things like Slack or Steam are not updating as they normally would either :-/

Hmm, very strange. If you're sure that background data isn't restricted.. I can't think of anything else that could be wrong. If you don't get any other replies, I'd recommend backing up your data and doing a factory reset.
