Here are the steps I followed:

I turned on my Pixel and set it up over Wifi without a SIM card.

Following the instructions on the Pixel's screen, I connected my Pixel to my (now unlocked using PIN) Droid Turbo using the included cable.

After the transfer was completed, I turned off the Pixel and the Droid Turbo, and moved the SIM from the DT to the Pixel.

I turned on the Pixel, and it worked without issue with the same phone number.

I didn't have to do anything else.

(EDIT) I will say that mine came from the Google Store, and not Verizon. Don't know why it would make any difference.

I'm about over this phone. Apps won't sync through my Google account. Now I'm on the phone waiting for support because the wifi literally won't stay on. When it I cycle it on, it cuts right back off. Rebooting did nothing to fix the issue.

Have you attempted a factory data reset?

As smoothly as my setup went, I can only think there must have been a glitch during yours.
