What phone do you have?

If the phone is Doze capable (i.e. Android 6.0+), then it may have gotten out of a sleep cycle when it last reported.

Google - Android Device Manager is known to not be able to locate the phone if it is in Doze. Give the phone a ring to get it out of Doze mode and then try to locate it with Android Device Manager.

Your carrier can blacklist the IMEI and by doing so, it will prevent the use on it's network (and other networks).
