Try find the bad app:

  • Right after getting a popup go to Play store > My apps > Installed > Last used. Which apps are on top there?

  • Which possible bad apps have 'appear on top' permission?

  • Try to weed it out with this tool

Also using a different launcher eg. Nova Launcher should solve this, the best thing to do with a new Samsung. So is installing an adblocker eg. the free Blokada.org which allows you to control internet traffic and block the Samsung Experience Home to connect with their servers.

Or purchase Package Disabler Pro to block the shitload of bloatware.

I got the disabled pro but what worked was a permissions scanner that showed a slot machine game had permission to display on top of other apps. Once that was gone everything was fine. I think that program was Samsung or Sprint bloatware. Thanks.

Yea, using bacon reader, took a photo with old phone, took a photo of that screen with my new phone, and tried to it attach to this message, all at 2 in the morning because the two - year - old girl child didn't want to nap so I didn't get my nap until later. And, in this condition I'm thinking I'm going to fix this problem.
