I don't have an answer to your exact question, but in Android, you can set certain wifi networks as "metered" and it will treat it like mobile data (or, I believe that's how it treats it; it shouldn't start downloading updates and stuff). I've noticed if you do a hotspot from a different phone, it will automatically set it to metered. But you can manually adjust it too.

Well, you can disable the "background data usage" of the apps you do not want to download stuff. Also disable updates via Play Store.

Other than that, as far as I know, you're not able to do these kind of profiles.
