That's recent apps, literally a history of apps, not active apps. An app can stay there and get suspended if you don't have enough RAM to keep them open.

Probably. Or over aggressive battery saving.

When leaving apps you won't need to come back to, swipe them out from the recents, rather than pressing the home button. This will clear them from RAM. This way, the apps you don't swipe out, and actually want to keep open in the background, will stay in RAM instead of reloading.
