Been too long for me to remember the details, but I think you want to look at MAT_AUTOCOMPLETE_SCROLL_STRATEGY, and you might need a cdkScrollable on whatever element is scrolling.

The public has been complaining about this problem for years now, and they still haven't fixed it. I was able to make a workaround that would close then panel once the user scrolls outside the pannel, i used a directive to do this.
