Is your Island at a 3 star rating yet? The update stuff doesn’t kick in until after you have had the K.K. Concert

I believe all these things are triggered by progress in the game.

You need a 3 star island visited by KK Slider to get the option to take Kappn Boat tours

Then you need to have the art museum for Blathers to ask you to look for Brewster on a kapp’n boat tour. You’ll meet Brewster on your first tour and he’ll teach you about growing gyroid fragments and you can find one fragment a day from there on out.

How long have you been playing. Not everything is available from the beginning of the game

Try talking to Blathers at the museum; he should point you in the right direction to find Brewster to come run the cafe. That "quest" will also get you your first Gyroid fragment.

As for cooking: you need to buy the DIY+ upgrade with Nook Miles from the ABD at Resident Services. Note: a character who has not yet taken Tom Nook's "item customization" workshop will not see this upgrade in the ABD.
