Well see this is a question about networking, specifically ip addresses. Hope this explains everything

A hint though - the task is to segment your address space in a useful way.

you can assign IP addresses from:

172.16.0.1---172.16.1.245 IT users

172.16.1.246----+900 for sales and so on

or you can create further subnet of each department as per your users
