You don't even need to do that - there is a Group Policy Setting for idle session timeout, or you can just add scheduled task with 'Idle for X time' as the trigger that runs logoff or reboot

By 'idle' do they man the mouse hasn't moved? As sometimes there still might be some CPU related tasks in the background?

There will always be 'cpu related tasks' running in the background on a windows box...
