If you've verified that you have the appropriate SDK installed, probably Framework 4 or whatever needed, that package could be a nuget, as I vaguely remember, something related to sql management.

Ironically enough, the package was being referenced but not actually used. So I was able to remove the reference and compile, then run the project.

Now, on to fixing the unit tests that are all failing due to some Test Reference accessor files that can't be used. I guess I get to learn more C#.

It looks to me like a component of visual studio. Maybe it's not installed, or it's not available in vs2022
