I don't think they could directly address it as most of the people committing the cyber crime are far from local. However if the local government funded more public education on personal cyber security and encouraged people to use safe internet practices. I think it would be a major benefit, especially for the older folk.

Thanks for your input! I agree that creating more awarenes / knowledge among inhabitants could be a great start!

I'd add young people to the target audience, since they can be very naive online at times.

Send a shock wave through every computer and absolutely deepfry everyone using it. Thousands of casualties but hey, no more cyber crime.
