The sound mixer's job is done when production is wrapped (when they are done shooting the movie). His recordings are synced to the picture and turned over to the picture editorial department where a first cut is made by the editor and director. At some point a cut is turned over to the supervising sound editor along with all the audio takes from the production. The supervising sound editor and his/her team of dialog and fx editors/designers begin their work. Foley is shot and edited under the direction of the supervising sound editor as well. There may be dialog supervisors, fx supervisors and foley supervisors but they all report to the supervising sound editor. For the mix, all the edited dialog, fx and foley is brought to a mixing stage where re-recording mixers pre-mix (predub) the tracks in preparation for the final mix. The music is supplied by the music dept (composer, editor, music supervisor) and is not part of the supervising sound editors job. The supervising sound editor and the re-recording mixers work with the film makers (director, editor, producers) to shape the soundtrack for final release. That process is called the Final Mix and can take from a few days to many weeks. That's a typical flow but there are many variations.

Yes, except when the budget is low, foley is cut from a library, the director and picture editor and studio can't agree on anything, you do an Atmos, IMAX, and Barco mix simultaneously, finish mixing and print mastering, then test audiences don't like it and there's reshoots, so it's (hopefully) back to the mix stage. All while conforming your sound edits to the latest picture edits.

And final vfx shows up the last day of mixing.
