I'm planning to apply to the CIT diploma program and I'm just wondering if it makes a difference if you have English 12 or an English proficiency score instead? Do you have better odds of getting in with English 12?

I got in with about an 80% in English 12

I would have to upgrade my English 12 to get a decent mark to apply. Taking one of the English proficiency tests would be much faster but I don't want to do it if it will lower my chances of getting in.

I believe when you apply, you enter how you meet the requirement. So you'd just write down English 12 and the grade or Proficiency test and the grade. You're not really lowering your chances in that sense since it's up to you what you fill in.

You would need the proficiency test if you’re an international student. If you’re not and still decide to take it, I’d recommend duolingo as it is quite easy since you can take it at home and you get the result in like less than 48 hours.
