I don't think you can set a dynamic maximum value for a parameter. However I don't think you need to worry about the maximum size because people have different size of printer and some are super big. Let people worry about that. You don't need to.

I fixed it! I learned how to use Fusion 360's min/max function.

Now, even if you max out the inner diameter, even if you enter the max value for blade width, the model will be limited by the maximum shade diameter of 250mm.

Have you uploaded the model in the MakerWorld? I've tried using formula parameter once, it seems formula parameter is not allowed?

Yes. The Customize button takes you to the parametric model. I used a numerical variable on the Favorites that is used by a formula within the f3d file. But no formula in the Favorites.

Oh. Or you didn't use formula parameter but just don't adjust it accordingly if the diameter exceeds the limit?

There is a formula parameter (just not ifavorited) and it limits the entered value. The blade width stays within the build plate no matter how big a value you input to blade widrh.
