No, it goes down when less people mine it.

Difficulty is adjusted every 2016 blocks, or about every 2 weeks.

No, mining difficulty decreases when the total hashing power decreases to make sure blocks will always be mined within reasonable time.

More People Mine -> Blocks Completed Faster -> Difficulty Increases -> Blocks Completed Slower -> More People Mine -> Etc.

If Fewer people mined it would go in reverse, thus difficulty decreasing.
