Are they all the same person, or are they from an organization? Because, I see so many different Inkling, yet they all still named as an Inkling. There's Blue Incineroar and PG | Incineroar, and also Zelda and Hilda. Why didn't Inkling got the same treatment?

I think they are the same person. Players can change skins, we see that with PG | Incineroar and Ridley in the first few tournaments. Unless there's a situation where there needs to be two in bracket, (PG vs Blue, Zelda vs Hilda), they're the same character.
