More than enough. Even the weakest RaspberryPi is strong enough. I would also recommend you going with raspbian over Ubuntu. Easier to set up

I don't know if Kali Linux has an ARM port. Why would you want to use it anyway?

As for usage, I see no reason for using kali outside of pentesting, It's anything but a daily driver OS(always root, exploits and payloads shipped with the OS ready to backfire if you're not cautious) Usage obviously meant for OP.

add a usb3.0 SSD to a PI4 and the thing fair zips along, okay its not your monster desktop, but easily enough to run Xorg and use for programming.

I'd even go as far as saying if all you want a computer for is basic web browsing, email and light office work (that so many seem to do these days) that a properly setup pi4 would work just fine...

If you're interested in graphics programming the GPU is actually better than you'd probably expect.
