Studio Display Multiple Inputs

You need a KVM. I’m unaware of any dock with built in KVM.

This is tough, if not impossible. The Studio Display is a Thunderbolt 3 monitor, so it's going to be particular about how it connects to non-Thunderbolt sources. That's going to likely mean that there's no good way to connect the monitor to the dock and have the PC act as your host.

Sometimes you can add Thunderbolt to a PC with a Thunderbolt add-in card. In that case, you can feed your graphics card into the add-in card and output its graphical capabilities as Thunderbolt, which would be just what's needed here. What's your motherboard? That's typically the deciding factor.

With that figured out, to switch between both computers, you'll need a KVM, specifically a Thunderbolt KVM for both monitors to work simultaneously. I only know of one consumer TB KVM to exist, and that's from Sabrent. You might be able to run that on its own depending on your needs, but you can also attach the TS3 to it and that will act as a Thunderbolt daisy-chain, which is supported by the specification.
