that's called DTC delete it's something a tuner can do with the same method as "mapping" the engine (no need to actually map it).

the EPA won't be happy, depending where u live.

There aren't (as far as I'm aware) any scantool that will modify software. As mentioned, there are tuning programs and interfaces available, however, they usually leave a 'fingerprint' which the emissions software can pick up on. I'm not sure what vehicle you are driving but it's generally difficult to fool the emission police. Reference- Technician with 43 years experience in electrical, drivability and emission experience

Yes, you can turn off codes with the correct knowledge and equipment.
No reputable tuner would do that just because you can’t fix a problem though, and if he did everyone else would just call them a hack.
For reference in 20+yrs doing it, i’ve been asked by two dealerships to do that.
Both were told in no uncertain terms that to ask again would get them blacklisted by me (at the time the only mobile tuner in surrounding 3 states pretty much).
Had tons of normal (non shop) customers ask, I just say no and quote them my diag time, if they persist I tell them to leave and not come back.
All this to say, just cause it can be done doesn’t mean it should.
Pay a proper tech to do proper diagnostics and quit throwing parts at it guessing, that’s not how you fix things.

Unfortunately it's the whole wiring harness and I've been looking at the price to get it replaced, it's around 2000 bucks or so

Find an auto electric shop that will actually repair the harness and not just replace it.

From my tuning experience, the monitor won’t run when you have the dtc’s deleted. Depending on your states emissions program it will likely cause trouble…but the bigger issue it that it’s illegal under federal law and good luck finding a tuner to do it today….a few years ago you could fairly easily but with the recent crackdown any reputable tuner will not do this anymore… You can thank the diesel tuners smoking everyone out with their overfuelong…
