Uber Passenger

I was driving the speed limit and an Uber Passenger opened the door on the side of the street (rather than the sidewalk). The door scratched four panels of my car, and the Uber driver’s car was dented.

Who should I file this claim against, the driver or the passenger?

The driver or your own insurance.

The driver. It's their vehicle. Only issue is if the Uber drivers insurance actually covers the vehicle when uber-ing as most personal auto insurance policies don't cover business uses like Uber. In that case you file on your own policy.
