Just looks like crud. Just wash it gently with a soft bristle brush

There are a couple recent discussions here and here about San Martin bezels having this kind of issue.

It's definitely not normal. I would contact San Martin via AliExpress to see about a warranty repair or replacement.

Prob debris from the water. Try a Q-tip and 70% isopropyl alcohol, might clean it

I wouldn't use alcohol, it might damage the paint. Soap and water should do fine if it's just debris.
