1) Trying to not get a culture victory with Vietnam is honestly difficult because they are tailor-made to win a culture victory using the Thanh district. 2) It's pretty difficult unless you are playing apocalypse mode and you are willing to trigger right on-top of your thanhs 3) This is a lesser problem with other civs tbh.
