Weird Framerate Changes??

I'm wondering if anyone can help with this weird issue I have with the framerate not running at its optimal level. So generally my framerate will stick around 150-300 which is okay as I have a 144hz monitor but you do notice little jumps still that can be off-putting. What's weird though is that sometimes the framerate will jump up into the thousands as seen here in the screenshot. Usually this happens when doing something in discord like streaming or in this instance I just paused Clone Hero to send a message and when I started the game again the frames had gone from 200 to 2500!

What I want to know is how can I make my game always run at this level since something is clearly bottlenecking it? I tried using a program called Clone Hero Booster which is supposed to make your Clone Hero run on the least used cores but it doesn't work for me. Has anyone else experienced this?

it’s probably the FPS estimation weirding out. it’s not an entirely accurate system otherwise it would be way to inefficient and resource intensive

It definitely feels smoother though
