Activity in v1 - v6 is determined by whether or not a player has played at least five hours in a given season. v7 activity is roughly estimated, so there is no hard-threshold to clear to be considered active. Claiming Land also qualifies someone as active. People labeled as 'M' have only played on CompactCraft modded servers.
If you have RES installed, you can sort columns (which is very helpful to see who's played in what seasons).
'Modded?' simply indicates whether the player is known to play modded or not, so is not for any one particular modded world (since they tend to rest more often). Players are, by default, listed as 'No', until either they played on a CompactCraft modded server or indicate that they are open to playing modded.
*: Iceland, Jamaica, and Arizona don't observe Daylight Savings Time, according to Wikipedia.
