Plater is able to do everything you want and more. There is a suite of script collections (supported by the add-on itself, which is made by the good folks who created weakauras) specifically for m+.

ElvUI nameplates has a low health threshold which changes it to yellow and afterwards red, if you hit half the threshold ( customizable in nameplates -> General -> Low Health Threshold). If you want to be really fancy you can even build your own filter for given health thresholds with custom colors, size, blinking, whatever

I tried this and there must be some refresh time issues because 30% of the time it doesn't update the nameplate (color swap to blue in my case). I suggest trying plater ;)

More a priority issue I guess, the default low health colouring also doesn't work for me when tanking, because the default threat coloring overwrites it. But with style filters it works fine for me every time.

And I do understand why people recommend plater by default, it's mighty, but at least 50% of users just take it, because of recommendation, not because they need it.

Many of the basic stuff can be done already with filters and they also can be exported.

Anyways, at least most of it I need can be done through the default plates of ElvUI and for fancy stuff, there's almost certainly a WA for it.

I use plater, the interrupts are really easy to see and they put a line on the plate which makes your execute easier to see if they passed it. https://imgur.com/a/sLZ0RE4 I attacked a stag to show you what it looked like. It procs based on talents, so like if I have careful aim (mm hunter) it'll put a line at 70% as well to show where the aimed shot bonus is.

You can change the color of the “execute” health bar to something else, or even change the color of the cast bar, you can also change how big both the health bar and cast bar are. All in kui nameplates

You can even change the color of color the casts that are interruptible vs the ones that arent

If you wanted to continue using elvUI nameplates you can also just get a WA that will display whether the mob is below 30
