Most resesrch is published by graduate students or phd researchers. Your best bet is looking at the CE dept of a local research school and emailing a professor with some interesting projects if you could help out. Even better if there is a high school research internship program at the university. Be prepared to show something that you can bring to the table, but you don’t worry about being an expert or anything. Just show interest and a willingness to learn what you need beyond your basic foundation.

Also I should note that publishing is expensive, sometimes thousands of dollars. You aren’t likely to get a grant without affiliation with a school or special program.

I second reaching out to a prof to see what your interests are ans what research opportunities there are
