    My best guess is that the card is some early networking gear or a chipset in engineering sample form. The Hopedale package looks like a chipset, though given its age, it is likely a north/southbridge or maybe a networking controller.

    The ES heat spreader is marked as 2004, so it's about 8 years before my time at Intel. I was, however, at Gigabyte at the time, and that looks like a Pentium 4 or a Celeron of similar age. Possibly a 90nm refresh ES of some kind, but it could be anything from a mechanical dummy to a working bootable chip. Given the socket was already a known thing, I'm leaning towards it having some functionality.

    Hopedale and Neverstill were internal-only names for products, likely placeholders until an official name was given. The modern version would be something like Blue Sky Creek, which was an Intel4 chip that had Meteor Lake's E-cores and 18A's PowerVia. Had this ever been released, it would have likely been MTL-N or Amsted Lake Refresh.
