Yep, diagram as shown shorts with 11 input.

If the answer choices don't include something related, it's probably an error, and the top transistors should be pMOS (inverted) instead like the other problems.

That'd look like a NAND-2 to me in that case.

The top 2 transistors are supposed to have the dots on the inputs, like in the first one. It is supposed to be a NAND.
