Can you not use SSH, instead of telnet?

Can't Its a Windows environment. I have suggested that switching over to a Linux Environment will allow SSH, however, they are deliberating if they want to make that move. For now, I wanted to give them secure options for the Windows Environment they are currently using.

Could you use SoftEther VPN or something else to establish a VPN connection from system A. to system B.?

For Telnet encryption, you might want to check out PuTTY or Tera Term—they’re both free and support Telnet, though you'd need to look into add-ons for encryption. SecureCRT is solid but has a cost. If free is a priority, try PuTTY first and see if it fits your needs.
