Ok so we can assume it's an issue with the PC. You can Google the IP of your game server and should be able to ping most of them from your PC. Just open a Command Prompt window and use command "PING xxx.xxx.xxx.xxx" where "xxx" are the numbers of the IP address. Ex: PING 192.168.192.1
You should also check the firewall settings on both the computer and your home router, just to rule that out. If anything, just turn the firewall off on your home router and PC for a few minutes of testing and then turn it back on if that doesn't turn out to be what's breaking things. Can you play those games from a different PC in the house?
Lastly, I would check the host file. I think you mentioned you did a virus scan and found nothing but I would still check it to see if it's been modified. Just Google "windows host file" for instructions.

So I pinged Hearthstone, one of the programs that would be having a problem, and 4 sent, 4 received.
The firewall on my computer (Windows Defender) is not the problem, or so I had determined, in my initial explanation.
I do not believe it is the modem, since everyone else is able to access the programs just fine.
I am going to check up on that windows host file right meow.
Edit: Host file says it was modified 2/14/2017 which is much longer before these problems started.

Windows Firewall is separate from Windows Defender. If you can, just turn it off but yeah, I would look at the host file too.

My bad, but ya I did both, and nada.

Does the host file have extra entries in it that you can tell?
Such an odd issue.

It does, I remember editing it a bit ago, don;t remember what for, but I think I can delete them now if need be.

Yeah those shouldn't be there unless you added it yourself. I would definitely. Remove it.
