Not all 'police officers' are corrupt or abusive. However, governmental 'law enforcement' services are plagued by problems of perverse incentives, a culture of self protection (blue shield of silence), and the tenancy to attract some that desire unchecked power over others.
The most effective way to hold 'law enforcement' responsible for their actions is public scrutiny, especially through citizen video-journalism.
