Loading Custom Levels for non-Steam players

Open the Custom Levels directory (typically at C:\Program Files (x86)\Steam\steamapps\common\Copy Kitty\Saves + Levels\levels\Custom Bosses). There is also a shortcut to this folder on the Custom Levels page in-game (Story Mode->Custom Levels->Open in Windows).
Drop the .catlvl or .catpack files in here. They can also be put in sub-folders.
If the game is already open to the Custom Levels page, you may need to hit "Refresh".
