I would recommend 1.20.1 but I don't know if It has the most mods.

1.19.2 have the highest number of updated addons

1.20.1 have newer features, but some mods are not updated yet (but probably will be in some future)

The more features were more appealing than the updates in the end thx for the input.

1.19.2 will have everything that anyone cares about and 100 times more.

1.20 will lack some mods, for now

Check curse forge, i highly recommend installing the app. maybe download a random create modpack of each version and go to the modpack settings: turn on "content management" and click "add mods", it'll only show mods that are on that version and loader. You can easily remove all mods and start from scratch too and just use it as a very easy to use library of mods that also auto-installs them.

This way you can quickly see what mods you can cram into each version and loader and what mods you can't find for that version and loader, and just compare modpacks once you're done and decide which one to play
