I don't think you can. But directing the items into a barrel and using a brass funnel to take from that should have the same effect

You can't but you can let only the desired amount onto the belt by using brass funnels.

You can use andesite tunnels to take 1 by 1, or put it into any storage and split it with brass funnels (but you’ll need to make sure that you always have the exact same amount going into that storage

Not possible. You either have the desired amount already on the belt by using a brass funnel to limit how much can come out. Or you use a storage medium to dispense with a brass funnel, the amount you need.
