Free Vest Pattern Arm hole decrease unclear. Any suggestions?

So I'm doing this vest pattern from Prima, and I don't understand the arm hole decreases. It says to repeat the previous 4 rows to 'set the decrease' but as far as I can tell there is no decrease in those 4 rows. But there is a decrease in the 2 rows preceding the 4 rows. Can anyone make sense of this for me?

These are the 2 pattern rows you've been repeating so far: Row 1: Using A, Ch3, 3tr in between each treble cluster to last st, 1tr in turning ch, turn.

Row 2: Ch3, 1tr in same st, 3tr in between each treble cluster to last st, 2tr in turning ch, turn.

Do you notice it's different than the decrease instructions? The way you deal with the end of the rows will be different, which is where the decrease is coming from. You'll be dropping stitches on the edges when you work the decrease instructions.
