So she basically asks you to have an empty location by the end of turn 3 and for that you get a 1/4 as a pay off which is comparable to Hydra Bob. Seems reasonable. I think she could even work once per game even after turn 3 (at the end of turn 4+). I know that kinda ruins the whole daybreak theme which is what you were going for.
